Selectmen’s Meeting Minutes

December 18, 2007

 

 

In Attendance:  David Leone (Chair), Michael Brogna, Pamela Hamel (Administrative Assistant)

 

Audience Members Present

 

Dave called the meeting to order at 6:01pm.

 

Dave read a list of upcoming appointments and the selectmen’s meeting minutes of 12-11-07 to the audience.

 

Dave made a motion to accept the meeting minutes as written, Mike 2nd, all in favor, so voted.

 

Sarah Sutherland representing CADY (Communities for Alcohol and Drug free Youth) gave a brief presentation on the program.  CADY has served the communities of the Lin-wood, Newfound, and Pemi-Baker areas in a variety of capacities to prevent and reduce youth alcohol, tobacco and other drug use. They are currently receiving Federal and State, and private funding.  They are requesting non-profit funding for the fiscal year 2008 in the amount of $1,000.  This sum is based upon the population of the town of Groton.  Mike wanted to know if this was based upon the total population or the youth population.  Sarah said she would get back to him with the answer.  Dave opened up the floor for questions or comments. 

 

Suzanne Wall from Andover Geologic gave a brief update on the test results on the town landfill.  The iron and manganese levels were the only 2 that were above the AGQS standards, but both levels had decreased from last year’s amount by ½. Suzanne suggested treating the landfill with lime in order to significantly decrease these amounts.  Possible methods of treatment and amounts where discussed with the Board and the Transfer Station Supervisor.  Suzanne asked for a copy of the inspection log to include with her report for the state. She also wanted to know if there was anyone who could testify to how efficiently garbage was burned in the past in order to determine if there was more than 5% unburned garbage under the cap. Dave asked life long resident Jim Albert if he could answer that question.  Jim said “We had the best landfill in the area.  Everything was burned. It was a natural furnace the way the wind came through.”

 

Dave and Mike reviewed a letter from Alan Barnard concerning Map 4, Lot 1, property owned by Timbervest.  The letter states that there is an approximate 1,000 acre difference between Barnard’s findings and what is on the tax map and property card.

 

Dave made a motion to send the letter and maps to Dollard Associates to confirm these findings, Mike 2nd, all in favor, so voted.

 

Dave made a motion to send the memo concerning the reporting of Police on call time, Mike 2nd, all in favor, so voted.

 

Dave made a motion to sign the septic design for Murphy, Mike 2nd, all in favor, so voted.

 

Dave opened up the floor for questions and comments. 

 

Jo O’Connor submitted a photo of Dave Sharp and his team of horses for the cover of the Town Report.

 

There will be a donation jar for Peter Newton at the Selectmen’s office for anyone who would like to help.  Peter’s trailer burned last Friday.

 

Dave made a motion to adjourn the meeting at 6:58pm, Mike 2nd, all in favor, so voted.
